Comprehensive Plans
City of Kinsley, Kansas: Project Manager for the Kinsley Comprehensive Plan. Strategies were developed in cooperation with all interested stakeholders and a flood mitigation plan was adopted that reduced flood insurance premiums and resulted in future state/federal funding of the action plan.
This project received the American Planning Association Outstanding Small Town Planning Project for the nation in 1998. The Federal Emergency Management Agency (FEMA) Region 7 has designated the Kinsley Flood Mitigation Plan a model due to its innovative process and comprehensive product. It is also considered the model for future plans by the Kansas Department of Commerce and Housing.
City of Greenwood, Missouri Comprehensive Plan: Managed the public participation process and drafted the final plan document for the City of Greenwood’s first Comprehensive Plan. Several meetings with a steering committee and two public workshops resulted in planning principles to maintain the small-town character, diversify their tax base, extend infrastructure to manage growth, and fulfill housing demands for current and future citizens.
City of Merriam, Kansas: Project manager for preparation of update to the Comprehensive Plan. A series of community workshops resulted in a plan that recommends traditional neighborhood design concepts such as increased density, smaller street-widths, integration of mixed uses, and pedestrian friendly corridors.
City of Westwood, Kansas: Managed the public participation process, prepared community and business surveys, and drafted the final plan document. The issues facing Westwood included managing infill development, property maintenance, and recruitment of commercial development. A community and business survey was conducted. The results of the survey set the groundwork for a series of workshops with community participants.
Harvey County Comprehensive Plan Update, Newton, Kansas: Managed the public participation process for this project. Community workshops were held to deal with the pressures of scattered housing development, strip commercial development, and industrial development. A future land use plan was prepared.
Comprehensive Plan Update, City of Holton, Kansas: Managed the public participation process for this project. Held community meetings and joint workshops with the City and County elected officials and planning commissioners. The plan outlined how to sustain the downtown, coordinate and manage infrastructure, preserve neighborhoods and housing, and manage the urban fringe.
Cowley County Comprehensive Plan, Winfield, Kansas: Managed the public participation process and drafted an environmental plan section. Over 200 citizens participated in a series of community workshops to discuss the need for zoning and planning. Some of the issues discussed included scattered housing and undesirable industrial development. A future land use plan was prepared.
City of Larned, Kansas: Project Manager for the development of a Comprehensive Plan under the State of Kansas Community Capacity Building program. A series of community workshops resulted in a set of strategies to address potential growth, changing demographics and service demands due to potential expansion of value-added agricultural processing businesses in the region.
City of Waverly, Kansas: Project Manager for the development of a Comprehensive Plan under the State of Kansas Community Capacity Building program. A series of community workshops resulted in a set of strategies to address potential growth, changing demographics, and service demands.
Rose Hill, Kansas: Managed the public participation process and prepared financing recommendations for infrastructure improvements. During a series of community workshops, citizens discussed ways to diversify their tax base, extend infrastructure to manage growth, and provide housing and public facilities that are desirable to current and future citizens. The current development financing policies were evaluated and recommendations for improvement were made.
City of Edgerton, Kansas: Managed the public participation process for this project. Citizens participated in a series of workshops to discuss how to diversify the tax base, manage infrastructure to accommodate growth, and develop a variety of housing types.
Knobtown Market Study, Kansas City, Missouri: Provided an assessment of retail, office, industrial and residential real estate market sectors in the Knobtown area of Kansas City, Missouri. The study included an overview of retail trends and development across the metropolitan area; a comparison of retail trade potential and actual retail sales within the study area; local and regional vacancy and adsorption rates in office and industrial markets; and patterns of area home sales over a sixteen month period. The study offered specific strategies for development in each market sector and served as a guide for potential development scenarios within the community. In addition to the market analysis, Shockey provided public participation services to support this work.
Merriam, Kansas 2004 Comprehensive Plan Addendum: The Shawnee Mission School District placed the West Antioch Elementary School and land at 7101 Switzer Road for sale in September of 2004. The site was designated as “City Hall and Schools” according to the official zoning map. This designation restricts the redevelopment of the site or re-adaptation of the building. The comprehensive plan was amended to be zoned appropriately in order to accommodate redevelopment of the site or facilitate the re-adaptation of the building. Facilitated public involvement to determine an appropriate long-range land use for the West Antioch Elementary School site. Prepared plan amendment document.
