Funding Research and Financial Planning, Various Communities: Prepared rate studies, long-range financial plans, and pro formas for a number of communities across Kansas and Missouri. Researched potential funding options, applied for grants/loans on behalf of clients, managed expenditures and prepared funding reports for public infrastructure projects.

Mitigation Program, Jackson County, Missouri Parks and Recreation Department: Manages 22,000 acres of park land under their jurisdiction – the third largest in the country. The Department wants to restore riparian and wetland habitats throughout this land lost during land use changes. However, rising maintenance costs and limited budgets are restricting their ability to do so. Shockey Consulting assisted the parks department in selecting a new funding source to achieve the goals. An in-lieu fee program was selected and modeled after a restoration opportunity Jackson County initiated in 2005. The Mitigation Program will provide a mechanism to restore and enhance Jackson County property through federal and state environmental requirements for compensatory mitigation. This program is unique in the Kansas City metropolitan area.

2009 Budget, Shawnee, Kansas: Assisted with the 2009 budget process.  Provided quality control services to ensure budget accuracy, developed long-term revenue forecast and helped prepare presentations for the Governing Body.  Worked with departments to identify and define the goals, activities and funding sources for each program offered by the city.

Financial Capability Assessment, Kansas City, Missouri: Developed the financial capability model for Kansas City’s conceptual overflow control plan (OCP) to assess the impact of proposed OCP improvements on Kansas City ratepayers.  In partnership with the University of Cincinnati Economics Center and Water Services staff, developed and submitted the financial capability assessment to the Environmental Protection Agency.
