Stormwater Issues
Watershed Management Program, City of Lenexa, Kansas: Worked as contract employee assisting Public Works Director in developing Watershed Management Program. Coordinated staff and consultant team to develop policies, practices, ordinances, stormwater utility billing process and procedures, Capital Improvement Plan (CIP), bond issue package and implementation plan. Program was winner of the David Garcia Environmental Excellence Award from Bridging the Gap in 2001. Developed a Watershed Management Program Business Plan. The plan included an Operation and Maintenance Plan, Capital Plan and Financial Plan. The planning process involved representatives from various departments. The Operations and Maintenance Plan included goals, objectives and identified service levels, work standards and performance measures. The Capital Plan included a prioritized list of projects and 5-year CIP. The Financial Plan included a 15-year financial forecast and financial model.
Strategic & Business Plan, Watershed Management Program, City of Lenexa, Kansas: Assisted with original business plan created at the inception of the program. Update involved review of vision, mission, goals and key indicators. Performance measures were revised and aligned with division and department goals.
Clean Water Act, NPDES Phase II Compliance Plan, Mid-America Regional Council (MARC): Worked with Missouri cities and counties in the greater Kansas City metropolitan area to prepare draft permit applications for their NPDES Phase II permits under the Clean Water Act. Designed joint planning process, facilitated meetings, and provided one-on-one consultation for each entity. Assisted with design of database to prepare application and track progress. Prepared materials and templates to assist with application development. Met with regulators to obtain clarification regarding regulations and state program. Prepared public education materials for targeted audiences. Drafted permit plan submittals for communities.

Stream Setback Ordinance, City of Independence, Missouri: Worked with stakeholder group and staff to prepare stream setback ordinance, prepared PowerPoint presentations and written materials, facilitated stakeholder meetings, reviewed technical documents and made recommendations.
Blue River Watershed Association, Kansas City, Missouri: Served as Interim Executive Director. Worked with staff, board of directors and external stakeholders to develop programs, secure funding and implement programs.
Stormwater Management Plan, Cass County, Missouri: Facilitating elected and appointed officials on the Cass County Stormwater Advisory Committee and the consultant team to develop policies and practices as the foundation of a stormwater management plan. Services include educating local officials on the issues and science supporting policy decisions affecting watershed and stormwater management, and the best practices to achieve their goals. Goals, policy decisions, and implementation methods are documented in the Cass County Stormwater Master Plan. Shockey Consulting is organizing the public education and participation process on the new stormwater policies and management plan through displays, interactive exhibits, and children's activities. Future work includes modifying existing ordinances and developing new ones, as well as developing funding mechanisms to support the program in the long term.
Business Plan Development and Implementation, Jackson County Stormwater Commission, Missouri: Currently working with Jackson County Stormwater Commission to develop the County’s stormwater management program. This includes coordinating with cities, state and federal agencies, locating funding sources, managing demonstration projects, providing training and developing tools to improve stormwater management in the entire County. Leveraged outside resources in the amount of $5 for every $1 of local resources invested.
Strategies Outreach Program Development, Blue River Watershed Association: Developed a strategic education and outreach plan for the Blue River Watershed and educating a targeted group of stakeholders about strategies to protect and restore water quality in the Blue River. Plan development includes convening a strategies work team representing stakeholders and technical experts, prioritizing natural resources in the watershed for protection, developing the strategies, preparing a work plan and hosting a culminating event to roll out the strategies. The education component includes the development of PowerPoint slides and written materials and presentations at stakeholder meetings. The process will be summarized in a written document placed on the Environmental Protection Agency’s website for use by others interested in community-based approaches to watershed planning and outreach.
